Deleting messages from the Outbox

I'm using Outlook 2003. I tried to send a message with an 11 meg attachment (an mpg) and is obviously too large to pass. It is sitting in my Outbox and cannot be deleted. Every time I try, either nothing happens or I receive a message indicating that it could not be deleted because part of the message had already been sent. Now, because it cannot be deleted, its presence in my Outbox is slowing down significanlty the sending of all mail. I need to clear this message out of my Outbox. If someone has any ideas, they would be greatly appreciated.
 
Exit outlook, go back in and you should be able to delete, else turn off
internet connection and wait for failure to occur, then you should be able
to delete.

Almost. Place Outlook in Off-line mode (File-> Work Off line) and restart
it. Now you should be able to delete the message. If not use SHIFT+DELETE or
move it to another folder and delete it from there.

I'm having the same problem (though my attachment was 16MB). I've tried all of your suggestions and get the same result as David describes below. Any other help out there? Neither restarting Outlook nor rebooting my system changes anything...the message still sits in my outbox and won't be deleted.
