I have two computers with xp pro on them one will do let
me delete a folder after I have moved the files to
another folder without doing a ctl alt del and stopping
explorer.exe and restarting it or restarting windows.
the other computer will.

Here is the steps I took.
first made two folders on both computers folder aw and
aw1.
second moved three files from doucuments to the aw folder
using windows explorer and then went edit then select all
and then copied the files to aw1.

Third after files are copied I go bact to the aw folder
and try to delete the folder but I get the folder is in
use by another user or program so I cannot remove it. On
the other computer it lets me delete the folder.
I have tried stoping all programs and comparing the
settings on both computers and found nothing to cause
this.

You've left some steps out. You had to open the folders before you could
copy the files, right? Do you have the folder you're trying to delete still
open on one machine but not the other?

No I do not have it open I can close windows explorer and
stop all programs I can usuing ctl alt del and it still
will not delete the folder until I restart the computer
or do a ctl alt del and the shutdown the explorer.exe and
then restart it or log off as the only user I have and
restart the user.

Hmm. Something apparently has an open handle to either the folder or one of
its children. If you're doing exactly the same thing on both machines, then
I guess we have to assume that the machines are different somehow.
Is the misbehaving machine running a virus scanner? I've seen apps (often
antiviral software) install bad file system filter drivers that don't drop
handles. If this second wild guess is wrong, I suppose it's time to be a
little more methodical.

You can download oh.exe from us or Process Explorer (friendly UI) or
handle.exe from sysinternals.com. All of them are free downloads. Each of
them can tell you what process has an open handle (in)to that folder unless
the culprit is something like a rogue filter driver. If you see an app
holding the handle, we're finished. you can kill the app.
The bad app might be explorer. Even if that's the case it might not really
be explorer itself, but some app that hooks explorer.

Compare what's installed on the two machines (not just what appears to be
running). This might uncover that mysterious whatever that hooks explorer
or installed a bad driver. For that matter a difference in service pack
level or updates installed on the machines might explain the difference.

That's all I can offer. Good luck.
