deleting folder after use doesnt work

i know this is a common problem and solved by restarting but should we have
to ? when you have just been using a folder and try to delete it it says that
it is being used by another person or program. That program is stupid windows
xp itself as i've looked at a process manager and seen that explorer has that
empty directory still active. shutting down explorer will allow you to then
delete the directory.. shouldnt this be something microsoft fixes ?

Sometimes, this is just the fact that you have the folder highlighed -
you're actually telling Windows that you want to use it.

CLick on Folders in the menu bar to show the tree, then in the left pane
just left-click on the parent folder to move the focus and release the
folder, right-click on the folder you want to delete, and choose Delete (or
press the Delete key).
