Deleting files

Why is it that I can delete a folder that contains files
just fine, but if I delete the files inside the folder
first and then try to delete the folder, I get this error
message "Cannot delete XXX: It is being used by another
person or program. Close any programs that might be
using the file and try again." And I continue to get
this message until I reboot the machine, then I can
delete the folder.
 
Assumptions:
The folder is set to "thumbnail" mode.
the folder contains pictures in the thumbnail view.

* Set the folder options to List or Detail and delete the files.
