Deleting AVI Video file

I am trying to delete an AVI Video file, error message: can not delete. it is being used by another person or program

I can not find where is is being used.
 
Boot in safe mode and delete there.

Just a stab in the dark here - if you had just used the Windows Media
Player to watch the AVI file, I have noticed that with an AVI file,
Windows Media Player still has it loaded even though you are finished,
and you cannot delete the file. You have to close the Media Player
and try again, or fire up another movie clip, then go back and delete
the AVI file.
