Deleted Recycle Bin

I have accidentally deleted my recycle bin, and I cannot manage to get it to
re-appear. Can anyone help me out?
 
Is there another site like that for windows 2000 instead of xp or 2003? That
method did not seem to work, now the recycle bin is there, but I cannot
delete anything to it, and when I right click it and say Properties, an error
message pops up.
