Deleted E-Mails stored on hard drive after deletion?

I have Windows XP for Office and Outlook Express and
hotmail for e-mail. Apparently when I delete e-mails from
outlook and then even purge them from the deleted
folder... somehow those deleted items are still on your
hard drive somewhere? Does anybody know how to look at
that and clear it off without re-formatting your whole
computer? :)
 
Scrrensavers.com had an answer for this. The file will be restored when you delete the users mail file and have them log back in...

I think you have to compact the database after deleting from the
deleted folder.
The compact option can be found under file/folder/compact

Thank you:) but I still didn't find what I was looking
for. I just want to know how to read those deleted e-
mails b/c someone read them and got upset at me and I
have no idea what they read b/c I can't find them. Can
you help?
