Delete User Data Folders

In the folder C:\Windows\ApplicationData\Microsoft\InternetExplorer\UserData
there are six sets of four folders, each set having been created at
different dates over the past two and one-half years. Of these 24 folders,
21 are empty, and three contain a single oWindowsUpdate.XML file.
Is is safe to delete these folders (and their contents)? Any idea what
event(s) may have caused these folders to be created?

The empty folder are in my opinion safe to delete.
As for the others delete one at a time. Leave it in your recycle bin. Should
you need it back...
Work with the computer for a week and if all is well delete it.
Do the same for the others.
