Hii, first reply to ur status: delete files running in startup.
type msconfig in startmenu > run : goto startup deselect pograms that u dont
want to run.
Now reply for ur mesage: how to remove a file running taskbar rightclick >
taskmanager u can terminate the file in use then delete that will remove it.
now if u are trying to delete a file and u cant see the file in use at
taskmanager but u get file in use unable to delete then use unlocker this
will release/remove deadlocks and u can delete the file easily:

Using add/remove if u have uninstalled a certain application that states
unable to remove files since in use they if the uninstaller provided is a
good one it delete it at next startup. either way u can go to the
installation folder or to path showin in the uninstallation as unable to
delete and see if all files including the installation folder are deleted or
not.
Now to see applications in use goto taskmanager > process. to see all files
handlers dependencies in use download process explorer this will show u all
files in use by an application or a
