delegation of control

I am wanting to find more information on how to delegate control for an ou
so that the user can unlock a user's account and reset/change the password
if necessary. I would like to be able to give the user an icon on their
desktop so that they can easily do this from their workstation as opposed to
needing to be at the server or running a terminal services session.

To install "Active Directory Users and Computers" on a workstation computer:

For Win2k:
Install adminpak.msi located on the Win2k Server CD-ROM

For WinXP:
http://www.microsoft.com/downloads/...15-c8f4-47ef-a1e4-a8dcbacff8e3&DisplayLang=en
