Delegate Control?

Hello,
I would like to have one of our users have the permissions to modify the user properties such as location, phone ect.. and to also add users to distribution lists.
What would be the best way to go about this?

To give this user rights to change specific properties You will have to
edit dssec.dat file to get this properties visible on the ACLs list and
then set proper permissions. This articles will give You good overiew

Adding a members to distribution list is simply managing groups, but
delegating contorl to all groups is not necessery.
What I can sugesst You is to put Your distribution groups into separated
OU and then delegate for this user control over this groups (via
delegate wizard -> create custom task) without right to create or delete
group but with right to manage it.
