Delays after powerup

Had a motherboard failure, so I replaced it and reinstalles XP Pro

Now, whenever I power up, I get through the logon screen and a couple of splash screens (Creative Soundblaster, APC PowerChute), but I can't use Windows Explorer. Clicking on My Computer just pops up a window with the flashlight scanning. It takes over a minute for that window to finally refresh

I am not sure if this problem is related, but there appears to be an Internet Explorer issue as well. Starting IE works fine, bringing me to my MSN Home page. All the links and such work fine. But, if I type a URL into the address bar and hit Enter, nothing happens. I cannot type any URL and go there, only hyperlinks. However, after a long period (perhaps the same as Windows Explorer), the address bar will start working

Since this is a clean install (formatted the C drive), I am at a bit of a loss. Any ideas would be appreciated, thanks.
 
Could be a million things so I will give you a few
suggsestions;

1) Goto Start>run... type in "sfc /scannow" to make sure
none of your system files are corrupt.
2.) uninstall and reinstall Internet Explorer. Control
Panel> Add/Remove Prgorams> Add/remove windows components.
3.) Download Spybot S&D {http://www.security.kolla.de},
Update it and run the test.
4. Reformat your harddrive and try again with a fresh
installation of Windows XP. {Last straw}

Thanks for the input Mitch. The only one I haven't tried is sfc/scannow, will have to do that

Some other info. Tried Bootvis 3 times, and it generated a 3 boot logs. One at 900kb, one at 18kb, and one at 850kb.The first one is so big that Bootvis chokes when it tries to load it. My inference is there is some service or Windows XP setting that is delaying the start of "something". It is that "something" that I am trying to track down. It delays Windows Explorer, prevents using the address bar in Internet Explorer, and delays the boot process.
