A couple of my users have to switch folders in Outlook
2002 before they get an email notification. An example I
can send them an email and they don't see it or get an
notification until they click on sent items and then go
back to inbox.

Any help would be greatly appreciated.

You missed something critical: using Exchange. My guess is you are
using Exchange. The problem is the UDP packets getting sent from your
Exchange server aren't reaching the clients on your network. Could be a
[NAT] router in the way. Could be an intervening firewall. Could be
other blockages.
