delay e-mail

If you connect to Exchange Server, yes. If you use POP3 mail, then no,
AFAIK.

Sure. Compose your mail and, before you send, click View>Options. Check
the "Do not delivery before" box and enter the time when you'd like the
message delivered. If you're using an Exchange server, the server will send
the mail even if you're not around. If you're not using an Exchange server,
you must leave Outlook running so that it can deliver the message at the
designated time.

While in Outlook, hit the F1 key and search on "delay message". Note
that you can only delay a specific message if you are using Exchange as
your mail server. You can use a rule to delay ALL messages but it is
unlikely that is what you want to do.

You could use and add-in to schedule recurring e-mails from Outlook
(just schedule the recurrence count as 1). Sperrysoftware.com has such
a plug-in. There might be other but that's the only that I've heard of.
I suspect that you would have to leave Outlook running so it could then
act as the mail server and send out your e-mail at the scheduled time.
I didn't see any mention of a trial version to let you check if their
product fits your needs, so you'll need to contact them to find out.
