Degrag.exe process starts automatically

When ever I leave my machine ideling for about 10 minues, the degrag.exe
process starts automatically. When I move the mouse or type in something, it
stops on its own. I can see it using CPU in the Windows Task
Manager/Processes Tab. Why does that happen? Is there any way I could control
this behaviour?

I mean DEFRAG.EXE. I have misspelled it above.

This is part of the Prefetching process. Prefetching is a good thing.
