what about "newdefrag" ? this is actually much better than the os ;-)
 
newdefrag is the original ME defrag mean't to improve w95/98.
NewDefrag will reduce your disc defragmentation process to half time .
NewDefrag-ME is the new disc defragmenter that Microsoft included with
Windows Milenium version . It is much faster (minimum 50%) than the
stock version that was usually shipped with Windows 95 or 98 . Included
in the zip file is a readme.txt that tells you how to replace the
current Defrag.exe in your Windows directory . Truly works faster and
its safe .

A few things to try Charlie.
Defrag in Safe Mode.
Toggle F8 or Press Ctrl ( depends on your comp ) during bootup ( just
before, verifying DMI pool, message comes on )
Select Safe Mode.

If Defrag still hangs, the problem may be due to a corrupt file in your
Windows\Temporary Internet folder(s), or the Windows\Applog folder may
be corrupt.
From Windows Explorer, Delete all the files ( except the read only file
) in Windows > Applog. Taskmon will rebuild the Applog file.

To view Applog, do this.
Windows Explorer > View > Folder Options > View, click on Show all
files. Click OK.

Can someone please recommend a good freeware defragmenter for windows ME?
I already use that on Wni98 as it's pretty fast.

Could I suggest either Scandefrag or Geodisk, both do much the same thing,
like shut down, run scandisk, clean up, reboot with no nonessential
processes running and defag.

Both are fire and forget utilities, I like them both
