Defragmentation

Start - RUN dfrg.msc <enter> will start the defrag program.
 
I feel that your OS system's registry has got changed or damaged.
Did you use any Reg. cleaning software?
If yes than their lies the issue.
Rules of thumb never use reg. cleaners unless your system is showing errors.
The options you have is either to repair the registry manually or use R
option using XP CD.

The command windows uses for defrag is:
"%systemroot%\system32\mmc.exe" "%systemroot%\system32\dfrg.msc"

I just read you can't open your add/remove either. It's possible
you've lost your associations (it's been happening)

Try to run a Restore.. the command is:
%systemroot%\system32\Restore\rstrui.exe

If it won't start you've most likely lost your EXE association.

If so...
Go here http://www.kellys-korner-xp.com/xp_e.htm
all the way to the bottom "EXE File Association Fix for Windows XP" to
download and run the reg file.

Then try the restore again

I faced a similar issue, some time ago when I used a reg. cleaner software,
on a freshly installed OS.

What happens when you try? What specific error messages do you get?
What do your system event logs report? What specific troubleshooting
steps have you already taken, and what were the results of each?
