The command windows uses for defrag is:
"%systemroot%\system32\mmc.exe" "%systemroot%\system32\dfrg.msc"
I just read you can't open your add/remove either. It's possible
you've lost your associations (it's been happening)
Try to run a Restore.. the command is:
%systemroot%\system32\Restore\rstrui.exe
If it won't start you've most likely lost your EXE association.
If so...

all the way to the bottom "EXE File Association Fix for Windows XP" to
download and run the reg file.
Then try the restore again
