can I set a default theme using Target designer ?

Try to implement the following registry and see if it helps:

[HKCU\Software\Microsoft\Plus!\Themes\Current], Default value (REG_EXPAND_SZ).
(e.g. "%SystemRoot%\resources\Themes\Luna.theme")
