When I open a "new message" window, the default font size is set at 10. How
do I go about changing the default settings for both the font type and size?

Tools-> Options-> tab Mail Format-> button Fonts...

1) Click on "Tools"
2) Click on "Options'
3) Click on "Mail Format" tab
4) Click on "Fonts" button
You may now change the default font, style, and font size by clicking on
"Choose font" buttons.

That's where I thought the change should be made; however, the 'fonts' and
'stationery picker' buttons are dimmed. What next?

I'm sorry, but it's gonna take a professional to answer your question.
I have no idea why you're having the problem you are, since I've never
had the problem myself.

Change your default message format to HTML first.
