Default Power Profile

How do I adjust the default power profile so that it doesn't matter who logs
on to the computer, the system will NEVER go to sleep mode when left
unattended for a period of time? Thank you.

Set it using an administrative level profile and make a default user profile
that all new users will get.

Note that any administrative level user can change this for the whole system
again.
 
I understand the 1st part but how do I attach this part..

and make a default user profile

to all new users in a domain enviroment?

You never mentioned a domain...
Group Policies may exist that allow you to control the power management
features of the machines who are a member of said domain. The systems would
get these changes the next time they update their group policies with the
server.

Log on as a user on a workstation and prepare the user's profile as
wished. Log then off and log on as admin - go and copy the profile via
Control Panel -> System -> Advanced -> User Profiles -> "Settings" into
a folder called "Default User" that you newly create in your NETLOGON
directory. All users will - if they have no profile - overtake the
profile found in NETLOGON\Default User
