Default Language does not stick...

Hi,

When I do Tools / Language and select a language and click on the Default
button to have this language as the default for new documents this setting
does not stick.

Every time I run word and create a new document it is created in my Windows
laguage regardsless of what setting I've tried to impose from the Language /
Default button.

How can I set a true default language used in every new document with Word
2003 ?
