Decryption without a Cert

I have two HDD, (1) OS; (2) Storage

a file on (2) was encrypted at one point, and the
certificate was not backed up. (1) was formatted and
reinstalled so the cert isn't laying around anywhere.

How can I decrypt this file? Every program I've tried
ends up looking for the cert anyway, so those are
worthless.

Flatly - it is impossible. If it were a matter of national security and
there were quite a lot of files, the NSA *might* manage it - but nothing
less
