decompressing a file

i am unable to decompress a file because "windows has blocked this file to
protect your computer". I've tried going to file properties, but there isn't
a tab labeled "unblock" anywhere. is there any way i can disable and
re-enable this feature?

That is a bug in Windows. To get around it email the file to yourself or
send it using something like www.yousendit.com
