Debug Manager error

On a reboot I get the error message "Machine debug manager met a problem and
needs to close."

The details lead to two files that I cannot find and indeed are in a
directory that does not exist.

Q1. Should I have debug manager running at all times?
Q2. If the answer is yes how do I resolve this issue please?

Only if you want to debug. IIRC, this is installed by Office, and
normal users don't need it.

You can go to Start > Run > services.msc
and disable the Machine debug manager service.
You can also locate the mdm.exe program and change its name.
