DC's netlogon share is not replicating

I have 3 domain controllers in the same domain. All 3 were upgraded from
NT4.

When making a change to the netlogon share on either the first or second DC,
the change is immediately replicated to the other, but never makes it to the
third.

If I make a change to the netlogon share on the third DC, it never
replicates to the first or second DC.

I need to manually copy the files over.

So in short, the third DC's netlogon share is not replicating at all. Any
ideas on how I can troubleshoot this problem? There are no errors in the
NTFRS logs and the service is running.

Restart the NTFRS service and look in the NTFRS00x.logs for errors. Sound
like it may be in journal wrap. Make sure AD is replicating with the 3rd
server
