Are you sure that this is still a Domain Controller?
Open up the Active Directory Users and Computers MMC and go to the Domain
Controllers OU. Do you see a computer account in there for that specific
DC? Also, go to the Active Directory Sites and Services MMC and drill
down to Sites | Default-First-Site-Name | Servers - do you see an entry for
this particular DC? If you do, does it have an NTDS Settings entry?
Additionally, right click on the My Computer object on the desktop, select
Properties and go to the second tab ( Network Identification IIRC ) - does
it tell you that this is a Domain Controller?
These are just a couple of really quick and easy ways to 'determine' if this
is still a DC. There are others.
If it is still a DC, then I might suggest that you attempt to use the
/forceremoval switch. So, instead of simply entering dcpromo.exe you would
enter dcpromo.exe /forceremoval....Here is the link to the MSKB link:

However, I would be remiss if I did not ask you what is going on with this
Domain Controller. The error that you are getting generally indicates that
either there is no computer account for this DC in AD or that you need to
reset the secure channel.
