I am running Dcpromo on a Windows 2000 server with sp3 in
an attempt to remove it from AD. It is hung on stopping
NETLOGON service. It has been hung on this for quit a
while. Has anyone seen this and know what may be the
cause?

As to the cause of the problem, it may well be related to your reason
for wishing to demote it (then again, it may not :). In the event the
demotion fails to proceed past this condition, you can force the
demotion using -

DCPROMO /forceremoval

.... this switch is supported by Windows 2000 SP4 (or Windows 2000 SP2 +
Q332199) and Windows Server 2003. It should only be used as an
_absolute_ last resort and requires you to manually clean up the
offending DC's remaining metadata (using NTDSUTIL or an equivalent tool)
once the process completes. Assistance with the Metadata Cleanup
