DC unable to connect to GC

I have a recently promoted domain controller that can not
connact to the global catalog on another DC. I get the
following error in event viewer: Event ID 1126. Unable to
establish connection with global catalog. Any help is
appreciated.
 
Where is DNS in your environment?

is this new DC pointing to the DNS server(s) servicing AD?
do you have GC records registered in DNS?
