If you have network connectivity you can simply copy the data files over.
The application's install will need to be run in order to use them.
 
IF you talking about just data(like excel file, word file, some pictures, etc.)
If your Both ob PC have usb port and usb support OS, you can use usb cabe network
or you can make direct cable connection with printer port and cable.

also Laplink are easy solution too.

but If you talking about Application programs(like excel, word and other applications)
you need install on new one,
and also befor install becareful to read your lisence agreement of each software.
some of them let you use both of Laptop & Desktop as much as same user use.
but some of them are not.

Data is straightforward -- Network, CD, LapLink...

Installing applications takes more effort. You'll have to install any 32-bit
apps onto your laptop so the Registry is written properly.

if you have network you can use your old desktop like a server, run remote
desktop on your laptop and leave everything where it is. otherwise you have
to install the software on the laptop and also move the data to it. one
nice thing, if your new laptop has xp it now has a transfer wizard that
helps in future updates by moving user settings and data in one step... it
won't move unique software, but it will take desktop, internet, mail, and
user documents for you.
