doesn't the tool that detected your virus give advice how to deal with it?

Not really - I can not access the directory at all (not from windows not
even from console)...
It seem to be protected or access locked....

You really don't want to mess with it manually (if you do, you'll have
to add yourself to the permissions list, since that folder is owned
(only) by 'SYSTEM'). The virus is almost certainly trapped in a restore
point, and quite harmless. However if it bugs you, go into disk tools,
cleanup, and delete all restore points except the latest. Or turn off
System restore completely, and reboot, and turn it on again - that'll
remove all restore points.

=Manually= twiddling with SVI folder is a last resort, and can get you
into all sorts of trouble,
