cutomizing outlook today

I am attempting to customize outlook today but when I
click on customize outlook nothing hapens, no responds. I
use to be able to just click on it and a pull down menu
will appear with various choices, this doesn't happen any
more, I tried reinstalling outlook but the problem is the
same. I need help in finding out how to resolve this
problem, is there anything I need to change in the
registery?
