Customizing users desktops globally

Is there a way to globally change the desktop of a user without using 1.)
roaming profiles or 2.) making the change on each machine.

I am on a 2003 domain environment and would like to turn off the "Use common
tasks in folders" under performance options settings. If I change this
locally it only applies to the user that I am logged in as. is there a way to
carry the setting over to the default users folder and have it apply to users
that have alredy logged in and have a local profile created? How about a
registry key for this? I have searched and have found nothing in group policy
or the registry. Any help would be appreciated!!

There is a group policy setting:

"User Config -> Admin Templates -> Windows Components -> Windows Explorer", look for the option named "Turn on Classic Shell" and enable it.
