Customizing Outlook Today

I am using Outlook 2000, in the Winter view of Outlook
Today when I click on the button Customizing Outlook
Today... Nothing happens. I am unable to go to the page
that allows you to change the views and options for
folders. I have run the repair from CD and also installed
all updates to date, still the same. Help!
