Is there a way retain your customized toolbars when
opening Excel workbooks created before you customized
or you're opening workbooks created by another user.

Toolbars are not connected with individual workbooks unless you run macros
to that effect.
If you configure your toolbar and open someone else's workbook you should
still have your
toolbars.

For examples of setting your own toolbars manually see
http://www.mvps.org/dmcritchie/excel/toolbars.htm
has links for all kinds of things with toolbars as well if it's not on that page.

For examples of setting up some toolbars in VBA using
and Excel worksheet to store the toolbar information
