Customize Start Menu Display ??

Start - Programs gives me a short (incomplete) list of program options -
until I click on the vv button. Is there a way to inform this pile of
code (W2K) that I'd really prefer it display all options at once. And NOT
with most used items first?

Any help would be greatly appreciated.
