Customize Outlook Today

I have installed Outlook 2000 on a Windows XP Home computer. Everything works as I expected except that I cannot customize Outlook Today. Clicking on the option to customize does nothing at all. I suspect something has been corrupted or doesn't work under XP. I had no problem with customizing under Windows 98 or Windows 2000.
