customize ALL PROGRAMS menu

I want to re-arrange the programs listed in the ALL
PROGRAMS menu. By right clicking on the START button and
selecting OPEN them PROGRAMS, only a limited list of
programs appear. How do I go about displaying the full
list of programs that appear when left clicking START
then ALL PROGRAMS?

What you see is the sum of those (personal to you) and the ones
available to any user - r-click Start, take Open All Users
