Customised Help File

I would like to create a customised help file. MS Help
gives me the following info.

Create a Help file.
How?

1. Create the source file by using the text editor or word-
processing program of your choice.
2. Save the source file in Rich Text Format.
3. Compile the Help file by using Microsoft Help Workshop.

1&2 are fine, but can't find out what MS Help Workshop is,
or where to get it.

What to do??
