I am a small business and I have a custom color palette that I would like to
use in my powerpoint presentations. If I know the pantone or PMS numbers for
the colors how do I find/create them within powerpoint?

You can't find them in PPT because PPT doesn't support Pantone color specs.

Pantone and PMS are the same thing by the way; PMS = Pantone Matching System.
I'll rise above and ignore other possible interpretations.
