Custiomizing Help and Support Center for an enterprise users

I am working on a enterprise migration and deployment.

One design goal that I would like to accomplish is customizing the Help and
Support Center on the XP workstations that I will be deploying. I read about
a Production Tool from MS. However I cannot locate it.

Anyone know where I can find the tool or another way to accomplish this goal?
 
Thank you, I did find that link earlier in my search. However, it does not
seem applicable or useful for what I want to do.

I would like to customize the HSC so that I can add a link so a user can
create a web ticket and also include telephone numbers to my Help Desk
 
It does, i quote :

information to Help and Support Center, and the Support Automation Framework
(SAF) objects used to write applications that can submit and escalate support
incidents. "
