cursor no longer displays icon contents

Without any change on my part, my cursor no longer displays the contents of
an icon when I point to it. Anyone know how to change it back?

Sounds like you're missing SmarTags? Tools-->Options, View and check the
SmarTags.

If you're talking about the icons on toolbars, check the box for "Show
ScreenTips on toolbars" on the Options tab of Tools | Customize.
