Cursor Location in Reply Message

A colleague of mine just got a new laptop. He is on the same operating system
(Windows XP) and Office version (2003) as on his previous laptop, but he has
a new problem in Outlook. When he replies to a message, the cursor in the
reply is in the To field (after the recipient's address) instead of in the
message field. This happens regardless of the format of the message.

I've seen this same issue posted here on occasion and I've never seen a
definitive answer.
