Cursor File opens in Icon Editor

When I insert a new Cursor file into a Project (Add Item, Cursor) it opens it
in the Icon Editor versus the CursorEditor and you cann't set the hotspot for
the Cursor.

Is there a setup issue that I am missing. I have searched and searched and
cannot find this anywhere. Any suggestions.
 
I still couldn't find an easy way but I created a C++ project and created a
resource file and added a cursor to it. Then I took this cursor file and
copied to the C# project and it uses the CursorEditor so I could now set the
hotspot.
There must be an easier way to do this.. I am sure I am missing something..
