Cursor automatically selects topmost window

Somehow the system changed and I can no longer select any window easily. I
must minimixe, maximize in order to view. Windows disappear if I accientally
scroll off the window onto another partially observed window (then that one
becomes uppermost). I can't figure out what I did or how to undo this
annoying problem. Please help.
 
Not sure if this is your problem or not, but some mouse drivers allow you to
select the window by simply pointing at the top bar of the window.

From Control Panel, open the mouse properties window and check if you have
this option selected somewhere.

I went to Mouse Properties but did not see any specific checkbox directing
the pointer to select and make uppermost any window (edge, partially
obscured) it touches. If I have several windows open on the desktop I used to
select and click on the one I wanted topmost, that option is gone. Whatever
window the mouse touches becomes visible. Anyone have any ideas?
