Cumulative patch 822925

There is a very persistent rumor saying that the August 2003, Cumulative Patch for Internet Explorer 6 Service Pack 1 (822925) published 8/20/2003 does not work and does not close a security hole in connection with Active-X.

Does anybody have any information about that or know where it can be found?
