Ctrl-Alt-Delete = No backround processes and system hangs

When I hit ctrl-alt+delete on my PC. I get a window that
says i'm running 100% CPU usage but only shows my current
program as running. Its missing the top boarder of the
window.
 
Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".
