CSV report generator?

I'm looking for a freeware program that will take data from a CSV file
and generate a separate HTML or RTF report for each record formatted
based on a template (or, one report file with page breaks after each
record). Basically, I'm looking for something similar to the mailmerge
function that some word processors have. Is there anything like that?

Considered inporting into Excel and going from there?
