Cryptographic Services will not enable

I hope someone here will have an answer for me. I have searched and studied trying to find the answer to my problem, to no avail. I have Windows XP....The cryptographic Services is disabled in my computer and I cn not get it to start/enable. I have tried everything including command prompt and fixing the CAT Root etc. Nothing works. In the mean time Critical updates are trying to install but they can't. Would appreciate any help anyonme can give regarding this.
