Cross References Don't Seem To Work

I set up cross refernces to headings in my document. When the heading number
changes, the cross reference doesn't update, even after I tell it manually to
update fields. I have tried inserting the cross reference to a heading or
numbered item and as paragraph number, paragraphy number no context, and
paragraph number full context. None of these work. Am I missing something?

I assume you're using AutoNumering (as in Format/Bullets and Numbering).

Which version of Word?

If you select a cross-reference, then Shift+F9 you should see a REF field code,
probably with a longish number, preceded by an underscore. Note down this
number.

Now go to Insert/Bookmark and click the "Hidden bookmarks" checkbox on/off until
a list of entries beginning with an underscore appears. Do you find this number
in the list? If it's there, and you select it, then click on "GoTo", does it
take you to that paragraph? Or do you land somewhere else?
