Creating templates/forms

Why do the lines of my form move when I fill in the form fields? They move
even when I protect the form.
 
Put the formfields in the cells of a table with fixed cell dimensions.

Because the form fields adjust to the size of the text you put in them. This
is by design. You can lock them in place by putting them in frames or in
table cells and restricting the size of these. What you are talking about is
what Word calls an "online form." For more about online forms, follow the
